carbs vs sugars

when reading a nutrition label, is there a difference we should look at when assessing these two?
I ask because, I see something 'healthy' like oats can still be high in carbs, but low or 0 grams sugar, same for brown rice and some other high-fiber cereals.
So is fiber still sugar / carb? In trying to eat healthily, should we focus on the sugars, so for example say I eat cereal which is high in carbohydrate but low in sugar, is that okay?
I think Its obvious to avoid the things that have lots of sugar added, like cinnamon toast crunch or candy bars!
