I have some old oil-packed ones in the fridge but don't know if they are spoiled? I assume the ones packed in water would be even more perishable?

Because the moisture is removed before being added to the oil they are not as likely to spoil if kept refrigerated. As long as you don't see any mold and the oil smells neutral it should be just fine.
